Congresswoman Kathy Dahlkemper presented Housing and Neighborhood Development Services Inc. (HANDS) in Erie with $1,328,700 in federal funding for a new local housing project on Aug. 5. The funding, awarded through the U.S. Department of Housing and Urban Development, will be used to convert an office building at the East 12th Street location into 10 apartments for people with disabilities.
